| Description | The owner-occupied housing price index (OOHPI) is a relative indicator showing the overall price change for new dwellings and other goods and services purchased by the household sector as owner-occupiers. The aim of the OOHPI is to provide a methodologically harmonised and comparable indicator with other EU Member States for assessing price changes of owner-occupied dwellings and goods and services related to their acquisition and ownership. The OOHPI is used for monetary policy, inflation forecasts and assessment of financial stability. In compiling the OOHPI, household expenditure on dwellings and goods and services related to their acquisition and ownership is classified into expenditure categories specified in Commission Regulation (EU) No 2020/1148 of 31 July 2020. The following classifications are used for sub-indices of OOHPI components: Statistical Classification of Economic Activities (NACE Rev. 2); Classification of Types of Construction (CC); European Classification of Individual Consumption According to Purpose (ECOICOP). The statistical observation unit is a dwelling in the country’s economic territory purchased from other sectors (legal entities, government, municipalities) or built by the owner, and goods and services related to its acquisition and ownership. The dwelling population consists of dwellings purchased or built by resident and non-resident households from other sectors in the country’s economic territory. The enterprise population consists of enterprises carrying out construction and major repair of residential buildings, trade enterprises representing the network of construction material and product retailers, and service enterprises providing services related to dwelling acquisition and ownership (e.g. insurance). The goods and services population covers goods and services related to dwelling acquisition and ownership. Data have been collected for the entire economic territory since Q1 2006 and are updated quarterly. The main source for the OOHPI is the Real Property Register and Transactions databases of the State Enterprise Centre of Registers; additionally, consumer price statistics, construction input price indices, construction work price indices and relevant legislation determining prices of services related to dwelling acquisition and ownership are used.
