Description The Owner-occupied Housing Price Index (hereinafter referred to AS “SUBKI”) is a relative indicator of the overall price change in the household sector for new housing and other goods and services purchased by households as landlords. THE purpose of the SUBKI is to have a methodologically harmonised and comparable indicator with other Member States of the European Union (EU) to measure changes in the prices of owner occupied housing and goods and services related to the acquisition and ownership of housing. THE SUBKI is needed to shape monetary policy, prepare inflation forecasts and assess the country's financial stability. For the purposes of the SUBKI, household expenditure on the purchase of housing and goods and services related to their acquisition and ownership shall be classified under the headings referred to in Commission Regulation (EU) No 2020/1148 of 31 July 2020, which establishes methodological and technical specifications for the Harmonised Index of Consumer Prices and Housing Prices in accordance with Regulation 2016/792 of the European Parliament and the Council (EU). The following classifications are used to calculate sub-indices of the prices of SUBKI components: Economic Activities Classification (EBRK Rev. 2); Type-by-Type Construction Classification (CC); European Individual Consumption Expenditure Classification (ECOICOP). “Statistical observation unit” means a dwelling acquired by a household from other sectors (legal person, state, municipalities) in the economic territory of a country or built by the owner and goods and services related to its acquisition and ownership. The survey population of dwellings shall comprise dwellings purchased by resident and non-resident households from other sectors in the economic territory of the country or built by the owners themselves. The sample of undertakings consists of undertakings carrying out, on their own merits, the construction and overhaul of residential buildings, merchants representing the existing network of companies involved in the sale of construction materials and products, and service undertakings providing services related to the acquisition and ownership of housing (e.g. insurance). The statistical population of goods and services shall comprise goods and services related to the acquisition and ownership of housing. Data shall be collected from the economic territory of the country as a whole from QI 2006 and updated quarterly. The main source of statistical data for THE calculation of SUBKI is the data of the Real Property Register and Transaction Databases of the Centre of Registers of the SE, additional use is made of the data of the statistical surveys of consumer prices, elements of construction costs, prices of construction works, national legislation which determines prices of services related to the acquisition and ownership of dwellings.
